Release: Xtags 3.8.1 for QuarkXPress 9/10

This Xtags update fixes a problem when using Save with Xtags… on Windows. (Sorry, Xtags for QuarkXPress 10 is still Windows only at this point.)

Fixes a problem introduced in 3.8 where using File > Save Text with Xtags… would always produce a “File not found. (-43)” alert. (Windows only)
